At Cerulean Winds, we’re committed to making the Aspen Floating Offshore Wind Project a source of long-term opportunity, economic benefit, and environmental progress for communities across Scotland. 

Our community engagement approach is based on clear communication, early involvement, and ongoing dialogue. We aim to build constructive, professional relationships with local stakeholders to support the successful delivery of the project and maximise regional benefits.  

What’s next?  

Our offshore public consultation period has ended

We held a public consultation event on the 11th of June to provide the community with information about the offshore elements of the windfarm and its associated transmission infrastructure and provide feedback on our plans. The offshore consultation period closed on the 27th of June.

Onshore public consultation 

Our onshore public consultation will begin later this year, and we will update this page with more information in due course.

Comments made during our public consultations are not representations to Scottish ministers. Once the formal application is submitted then representations can be made to the Scottish Ministers.

Our team includes experienced professionals from the energy, engineering, technology, and environmental sectors, each bringing practical expertise to support the delivery of Cerulean’s floating offshore wind projects.

Together, we are focused on enabling large-scale renewable energy infrastructure that supports industrial decarbonisation and energy transition goals.

Meet the people leading the development of Cerulean’s offshore wind initiatives.

Jonathan Southee, Chief Information and Technology Officer

In his role, Jonathan oversees the technological infrastructure and digital initiatives that support Cerulean Winds’ mission to develop large-scale floating offshore wind projects. His leadership is pivotal in integrating advanced technologies to drive efficiency and innovation within the company’s renewable energy endeavours.

Laura Jarvie, Head of Scotland

Laura leads stakeholder engagement and regional development for the North Sea Renewables Grid, playing a key role in building strategic partnerships and advancing project delivery. With over 20 years of experience across oil and gas, energy transition, and renewables, she brings deep industry insight and a strong track record of driving impactful energy initiatives.

Colin Maciver, Senior Director

Colin focuses on project development and stakeholder engagement for Cerulean’s floating offshore wind initiatives. Colin’s experience in both public and private sectors strengthens Cerulean Winds’ ability to navigate regulatory processes, engage stakeholders, and deliver complex offshore wind projects effectively.

Our Commitment to Communities 

As the project progresses through development and into construction, we will:

  • Provide clear, accessible materials explaining project milestones 
  • Offer a direct contact point for questions and feedback

Delivering Local Benefits 

We’re designing a Community Investment Programme that reflects the values, priorities, and aspirations of the areas closest to the Aspen Project. 

In development: 

  • Community Benefit Fund: Support for local initiatives, services, and projects 
  • Education & Skills Pathways: Partnerships with colleges and schools to support STEM education and offshore energy careers 
  • Local Jobs & Supply Chain Opportunities: Working with Scottish ports and businesses, in particular the selected Ardersier Port, to create real economic impact.
