Communities and Engagement
At Cerulean Winds, we are committed to ensuring the Aspen Floating Offshore Wind Project delivers lasting opportunity, economic value, and environmental progress for local communities.
The project is expected to bring a wide range of benefits, and we are keen to hear the issues that are important to you. We fully support Aberdeenshire Council’s Community Wealth Charter and will work closely with community councils and local people to shape how benefits are delivered. This includes creating jobs and training opportunities during the construction and operational phases of the project, as well as supporting increased demand for local contractors, suppliers, and services.

Pre-application Onshore public consultation:
We will be holding our first two consultation events on the below dates, and we welcome all stakeholders to join us to find out more about the plans and share your views:
- Date & Time: Wednesday 27th May, 1200-1900
Venue: The Bettridge Centre, Greystone Place, Newtonhill, AB39 3UL - Date & Time: Thursday 28th May 2026, 1200 –1900
Venue: The Station Hotel, Arduthie Road, Stonehaven AB39 2NE
These events will provide the community with information on the onshore infrastructure, which is required to connect the project to the National Grid.
The exhibition boards and a feedback form will be available here from the 26th May.
This includes:
- Export cables from the offshore wind farm to transition joint bays (TJB) at the potential landfall location between Newtonhill and Fetteresso, Aberdeenshire
- Construction of an onshore substation located between the A90 and the A92
- Onshore underground cable routes and associated infrastructure including landscaping, drainage, access tracks, parking, servicing areas and road alterations
We will also be asking the community about our community wealth building plans, and seeking local input. We welcome feedback from the community until the first consultation period closes at 5pm on Friday 12th June.
We will hold two further public consultation events in response to earlier feedback. The second round of consultation events will provide feedback and an additional opportunity to comment and will take place at the same venues:

The feedback period for the second round of consultation events is scheduled to close on Tuesday 28th July.

Comments received as part of this pre application consultation do not constitute formal representations to the Planning Authority. Should a planning application be submitted, there will be a separate period during which formal representations may be made to Aberdeenshire Council.
Offshore Public Consultation:
We held a public consultation event on the 11th of June 2025 to provide the community with information about the offshore elements of the windfarm and its associated transmission infrastructure and provide feedback on our plans. The offshore consultation period closed on the 27th of June 2025.

Jonathan Southee, Chief Information and Technology Officer
In his role, Jonathan oversees the technological infrastructure and digital initiatives that support Cerulean Winds’ mission to develop large-scale floating offshore wind projects. His leadership is pivotal in integrating advanced technologies to drive efficiency and innovation within the company’s renewable energy endeavours.

Laura Jarvie, Head of Scotland
Laura leads stakeholder engagement and regional development for the North Sea Renewables Grid, playing a key role in building strategic partnerships and advancing project delivery. With over 20 years of experience across oil and gas, energy transition, and renewables, she brings deep industry insight and a strong track record of driving impactful energy initiatives.

Colin Maciver, Senior Director
Colin focuses on project development and stakeholder engagement for Cerulean’s floating offshore wind initiatives. Colin’s experience in both public and private sectors strengthens Cerulean Winds’ ability to navigate regulatory processes, engage stakeholders, and deliver complex offshore wind projects effectively.
